Is this happening just off or returning to idle?
A loose belt should squeel loudly, especially at cooler temperatures.

Does the steering feel funny at any other speed?

If this is happening at an engine speed transition, usually from a higher speed to a lower speed, it could be idle compensation ( I can't remember how the e34 handles this) My e28 has a switch that is called an idle compenstaion switch and has a vacuum and electrical connection (and is adjustable). If what I think is the same item on the e34, it is not readily adjustable and must be replaced. Also check vacuum sources, this may be occuring at lower engine speed but should manifest itself as irradic idle.
