How do you know your shocks are bad? (archive)

I am in the process of changing the springs when I noticed that my shock arm does not fully extend on its own. It does extend fully when you pull on it. When you let go it goes back to about the cars ride height. If you push it down from ride height it comes back up to ride height and no higher. I am doing this with it all off the car and no spring. Is this normal? I always thought that the shock arm should go all the way to fully extended not ride height. Is this part of the design or should I go buy some shocks? The car drove fine. TIA b
