Service Bullitin vs. Recall?? (archive)

I seems my 5 spd transmission issue on my '94 530i had a Service Bulletin issued on it in May of 1996.

What does a Service Bulletin mean for me the owner? Does that mean that if there is a problem, BMW will fix it for me at (a) no cost (b) a discount (c) same cost as always but they know of a special fix that is not obvious.

This is really important as they are asking $2800 plus tax to fix my 3rd and 4th gear disengagement problem.
