I had my swap done (96000 miles) and was provided a loaner. As a matter of fact the dealership provides a loaner for all scheduled maintance and sometimes other work.
I do agree with checking the archives as well as the 530 web site describing the engine problem. I did get some of the parts replaced with my swap (water pump, PVC valve, engine mounts, clutch, and hoses) as recommended in the archives. It makes sense since you would save on the labor costs. My additional cost was only $1500.
I would ask what the expected labor time would be for each of the items they are quoting you. Call another (call one of the dealership 800 numbers listed in the Roundel to get parts and labor estimates)dealership to get the labor time and compare it to what your dealership is quoting you. They could be charging you for the full expected labor time and not taking into account the fact that the engine will already be out. For example to change the block they have to remove the water pump so why charge you labor to put on a new pump when they would have to put the old back one with out charging you.
I would forget the inspection II since I feel a good part of this involves an engine tune-up which should be done with the swap.
Unless you have had exemplairy service from this dealership and trust them unconditionally, I would go some place else. Lastly I would contact BMW NA and make a complaint expressing your dissatisfaction and loss of confidence in the dealership.
