Pretty much a given that the boot will get shredded when you use a pickle fork. One usually is replacing the tie-rod anyway so boot damage is not a factor.

Can you get a two-jaw puller on the thing? If you can, tighten it as much as you can then give the shaft a couple of whacks with a hammer, tighten some more and so on. Make sure you are in the clear because when that assembly lets go, lots of potential energy gets unloaded in a hurry.

The trick with these tapered fits is that you just have to be patient, and more patient. In your zeal, take care not to damage or bend something.

Penetrating oil, hammer shocks to get the oil in quicker, pullers and so on are the methods used. A real pain, I know, but you will prevail.
