When you pay for Carfax, you will get the history when the rollback is determined. Along with that, you will know which state and/or town where it is registered. DMV might still have record on that car regarding the owner of the vehicle.

I am assuming that you want to sue that owner, but as DMV might not have the record. Your only recourse is the owner who sold it to you.
