I believe there is an engine temp sensor that controls the cold run circuit. I'd start by testing that sensor to see if it's functioning correctly. Bentley's outlines how to locate and test.

I have a 95 525ia with 64k miles. When I don't use the car for a few days, the engine starts fine but idles very rough for the first few minutes. After warmup, the car is fine. I have recently done the Inspection II on the vehicle so I know the filters, etc. are good. I have seen posts in the archives on this subject with no difinitive answers.
Any ideas?
