after about 15 minutes of hard city driving and i park the car for about 10 minutes and i come back the coolant thermometer is all the way in the red zone. should it be this high? outside temp is about 89 degrees and it will happen even if i dont have the heater on. the check coolant temp message goes on and am i still allowed to drive it. becuase i turn the heater all the way up and it starts going back to the middle and gets there in about a minute. am i damaging the car by driving it i keep it under 2000 rpm until it does cool down and while im moving it dosent go past the middle once it cools off. i know it should be getting hotter since the engine and fan was off before but should it get all the way to red? maybe i need a new thermostat. thanks for your advice guys

Sounds like a small leak, swollen hoses, or air. I would check for leaks, the hoses, and bleed the system.
