Give the threads a good shot of WD-40 or other lubricant and let it sit for a bit.

If I remember correctly, you can get an open-end wrench onto one of the four bolts that secures the pulley to the water pump. If you position the wrench just right, it will act as a handle to essentially hold the pulley while you attack the 32 mm nut. You may need a helper to hold the wrench or put a pipe on it as an extension.

The pulley bolt may loosen but that's okay as the wrench will come to a stop against the hub. Perfect two-handed push-pull now.

I assume you have already tried tightening the belt by cranking on the tensioner assembly?
