It was a problem. Make sure you get a car that has had the block replaced, or one that is still within the warranty period (6 yr, 100k).

If getting the 528 is safer, reliability-wise, how can I spruce it up to perform better (chip, suspension, etc?. Is it worth it, or should I take the chance with the 540 engine?

If you can afford a 540, get one.

Did the '95 540i come with a 6 speed as an option? Was there a "sport" package?

Yes, yes. Expect to pay a premium, they are very rare.

Suggestions as to finding that perfect white or blue car with low mileage?
