Yep this can be one of the indication of failing capacitors. Mine did the same and if I turned on the defroster my gauges would work sooner since it warmed up faster at the dash. Of course this only help for about 2 months then the instruments went out completely.

In the evening when I started the car the temperature and fuel gauges and lcd indicator didnt work at all. Speed and Rpm were lit. After some driving all gauges came to normal.
Does it have something to do with batteries or capacitors? I ll try to look into archives now...
