If you are refering to the cable right above the water pump, it is the ASC valve. It is used to constrict the air flow to the motor when the ASC light is flashing - when the rear tires are slipping. It valve is pulled open/closed via a seperate servo motor. The ABS brake system is also part of the ASC function - a combo between applying the brakes and shutting off the air to the motor to control traction.

What does the cable to the Intake air control, and how does it operate? Also does the Idle control valve only function when the car is at idle or also at higher RPM?
