I had the same problem with my '92 525iT.

Problem was in the tailgate wiring harness. Not uncommon.

Harness cost approx $200 per side plus labor. My mechanic cursed BMW as they made multiple
revisions to the harness with no documentation available. Ended up using a ohmmeter to buzz out the
harness.
