I can't comment on the idle control valve, but
my 95 540ia had a idle problem that was particularly noticable when the A/C cycled on.
I took a shot and ordered 2 new oxygen sensors
(Bosch, $116 ea)from Autohaus in Arizona. Easy to replace. They screw into the side of the exhaust pipes (readily accessible once you slide under at approx the driver's position). GREAT IMPROVEMENT! Best investment I've made recently. The book
recommends replacement at 100K, but I did it
early, at 87K. You may want to consider this as a solution to your problem. Good Luck
How does the idle control valve actually work? I am assuming it is a solenoid type valve which modulates (or is it two position) based on the position of the throttle. If so does it close when the throttle is open or is it vice versa?

Any help would be appreciated. I am trying to troubleshoot a bad idle and a slight miss in higher rpms on the motor.
