is too high. Should be using 235 or 245/40-18 tires and wheel offset 15-20mm

I occasionally get this really loud noise from the left front wheel well, when turning the steering wheel all the way to the left, for example when parking. I checked it out and it seems that the wheel touches the strut tower causing the noise. The inside edges of the wheel also look "rashy". I'm thinking of replacing the wheel bearing to get rid of the problem. Is that the likely cause, any other suggestions? The car has 18" wheels, Koni Sports and is lowered with Eibachs.
