Air Vents 94 525 (archive)

Air barely comes out of the two side vents on the driver and passanger side. Plenty of air comes out the two in the middle. Had filter replaced and it didn't help. Is this a common situation on 94 525s and does anyone have a fix, other than closing the middle vents?
