I'm a bit confused by the wording of your original post. I assune you are connecting the radio to the amp input, not the BMW amp to the new amp input, right?
If you have +12v at the white wire, +12V for main power, and a good ground the only things which would keep your amp from turning on are:
1. A defective amp.
2. A speaker wire short, activating your amp's protection circuitry.

How are your new speakers connected? Do they have separate crossovers and if so, where are the crossovers located? On '93 cars, the ground wires are run individually from the speakers back to a point near the original amp connector, but then they are connected in common within the harness, a few inches back from the connector. You need to unwrap the harness back to this point to access the individual conductors. This could be a potential problem area.

I just chopped up my stereo wires and failed at installing an amplifier. My amp will not turn on and worst of all I do not have any sounds. I tapped into the wires leading from the factory amp to the speakers. I connected it to speaker level inputs of a 4 channel amp. I already bought component speakers and put the new tweeter in the midrange spot up front. Then I connected the speaker output of the amp to factory speaker wires. I connected the remote power and tapped into the factory remote power(white wire). All the power connections are good.
