My '93 525i had a similar problem; wheel didn't vary temperature of air.

Remove left side tranmission tunnel cover, adjacent glove box on RHD cars) and (possibly with aid of mirrors) you should be able to locate the flap on the heater box - nearest the gear lever, low down on the tunnel. Worked by a little overcentre lever arm setup. In my case the cable would not 'push' to move the flap, because the cable was very slightly stiff. I added a suitable tension spring to help to move the flap and that was that! Select spring carefully to avoid unaided movement of wheel!
