I have this problem during the winter time (or during extreme wet periods) -- Snow, slush etc. forms film on the disc brakes and causes the brakes to fuse together with the disks, hence when trying to backout from garage you get the feeling that your reverse trans isn't working -- not the case!

Is it just when exiting the garage in the mornings?

While exiting my garage in the mornings, my reverse is slow to engage. I press the accellerator with no response. I push the accellerator harder, and finally the car starts to go in reverse.
