In a perfect world replacing the arms wont change anything, but if you had an alignment check with old arms and they set the toe then new ones may get you too close to 0 or even toed out. Get it checked. New arms themselves won't effect the steering, if toe doesn't fix it look for something else.

I have a 1991 525i.The steering feels heavy (slow speed only 1---5mph)and does not return to center after making a sharp turn (unless I help it along). The power steering fluid is up to the correct level and I don't get any squeals or noises at full lock and I have checked tire pressure. I just had the lower and upper
control arms changed and this started happening.

any idea's
