With telescope you dont need to remove the wheel (archive)

You have to have it all the way out though. IMPORTANT, disconnect the battery first and wait five minutes for the srs charge to bleed down Then remove the dash and undo latches on speedo cluster and swing open to change bulbs. Do not reconnect the battery until the cluster is completely installed and ready to go. Or you will set a airbag code and have to have it reset at the dealers.

Telescope, but no tilt. It will come out a ways from the dash. My wife's 740(E38) does tilt as well, but the E34's, to my knowledge, did not tilt.
