On all of the BMW's I've owned the ski pass through has been there, but the metal plate has not been removed. There are various ways to remove it, such as the finesse way (favored by my cousin, who drilled each of the welds on the plate and it simply fell out) and the brute force method (favored by my mechanic, which involves wearing long pants and boots and kicking the plate out). I hope this answers your question, if I'm way off base just ignore me (most people tend to).
