I think a lot of cars do that....I think I read that the fan belt, or the steering belt gets glazed....so try putting some anti-sqeal stuff on there or replacing the belt

'95 525i, power steering is very heavy when outside temp is
cold (+15 degrees or colder) and a high pitched squeal from
the steering wheel as it is turned. Loosens up after driving
and is not a problem at warmer temps. Any ideas?
