low beams don't work, high do (archive)

The low beams don't work but when you turn on the high beams all 4 come on, this is on my '87 535is. I;ve swapped the high and lowbeam relays and I get the same results, I'm getting current from the lowbeam relay in and out. I tried jumping from the high beam current to the low beam fuses and still nothing. what isn't working?
