Don't know the actual operation, but the controls in my car can get cool or hot air blowing from either vents. (Hot from one, and cool from the other).
Actually I find them a royal pain in the ass, and have to adjust both to get the temp I want in the car.... the idea of "zones" in a space the size of a car interior is pretty much "overkill".

Something is wrong if only one of the dials functions. There are two sensors within the system designed to control the intensity of the heat from either side. The idea of "climate" control is inaccurate since the system does not shut down once the desired temperature is reached (at least mine doesn't).
