One more thought, if the cam is retarded, then the exhaust valve will also close late. If the headers are doing their job, a partial vacuum is created at the exhaust port due to the momentum of the exhaust gases in the header pipes at the end of the exhaust stroke at TDC. At low RPM, fresh charge could chase the last of the exhaust gases into the exhaust port. This unburned charge will be converted in the catalyst bed and create a lot of heat.

BTW, are you using the stock cam, or did you upgrade?
