Where's my gas going? Bad gas mileage, normal? (archive)

1994 525i here and it is getting absolutely horrendous gas mileage. It's getting roughly 12.1 mpg doing city driving. I live in NYC, but not in Manhattan. I live in Queens, so the traffic is not to heavy. We don't do much highway driving so it's mostly local road, but still, 12.1 seems rather low. We don't throttle the engine much either. When we're actually on the highway though, I watch the mpg and it hovers around 20-25 which seems about right. But what's the deal with the 12.1 on local road? Or is it normal?

P.S. We're using the highest grade gas available, which is 92 (or was it 94...) *shrug*
