Keyword: telescoping. '89-'91 (I think it was '91?) didn't have telescoping steering columns... and I think it's impossible to get the cluster out with the fixed steering column.

You can get the cluster out very easily with out taking off the steering wheel. Remove the screws for the cluster, pull your telascoping steering out as far as it goes. Than pull out the cluster a little then unplugg the wires and pull the cluster as far as it goes kinda through the steering wheel. Once you have gone that far turn the steering wheel to the left slowly working out the cluster. Any other questions email me. It helps to keep the car on so you can use the power steering
