I just went through the same thing with my 90 525i I thought it was the lock and with no help from the lock smith or the dealer i fixed it my self it was the steering lock assembly theat was the problem, if you can get the cylindar out try to turn it with a screw driver and if it does not work then you have found the problem I completly rebuilt my assembly myself with no pictures or diagrams only becuse once i started it fell apart in my hands the dealer gave me the wrong part twice so I just gave up and fixed the old one although I did have to purchase another key cylinder because I had to cut it off with a dremal tool because i could not turn it to the position to release it good luck my dealership is useless in VA
