Check the radiator, if this is cold or just warm, it is the thermostat.

My guess is the fan clutch, and forget the newspaper test.
When your car is idling, hood closed but not fully, the temperature needle will pass the half mark.
Open the hood, accelerate a little bit and you should hear a different noise made by the fan, and a lot A LOT of air moved by the fan.

If not, this is the fan clutch.
The fan clutch engage only if there is warm air coming from the radiator.

'89 535i need a new fan clutch...
