Don't discount the possibility that this is the plastic tray underneath the wipers. Mine started doing this, mostly at highway speeds only, and it drove me nuts until I discovered the cause. The cure is to remove the plastic keepers holding it down and applying some silicone sealant on the edges to hold it down(I used black) and then fastening it back down with the plastic keepers. They are a two part thing and the inner part has to be turned 90 degrees and pulled out to get the other part to release.
