Yes, you do need grommets for the clips on the skirts to "pop" into the rocker panels.

I installed mine recently but could not get any suppliers who had them in stock. Even the dealers did not carry them. I was able to get the clamps for the bottom of the skirts though.

Anyway, my tech found some other way of doing it and so far, its still on.

I know there are supposed to be 8 holes drilled into the existing rocker panels on each side, but do I need grommets for those holes or no?
Are grommets a part that most dealers have in stock?
