Tumbler and ignition switch (archive)

I'm going to try and fix my sticking ignition switch. The problem is only when turning the key, inserting and removing is not an aissue. From what I have found from the archive there's an interaction between the ignition switch and the tumbler that might cause the problem. 1st question: What is a tumbler, what does it do? 2nd question: Can I get access to the ignition switch and tumbler just by removing the lower steering column cover, or do I have to remove the steering wheel as well?
