It's not that the canister is not full once the engine is up and running, it's more a case of oil starvation during that period when the canister is filling.
When you turn off an engine, some oil will start flowing out of the galleries that feed the bearings. Having a full canister means that as soon as the oil pump starts moving, oil is forced very quickly into the passages, thereby providing lubrication for the bearings.
You've probably heard it said that the most engine damage occurs during startup, for this reason. That's why a lot of high performance engines use a pre-lube system that gets oil pressure up before starting the engine.
As to how much damage this slow light is causing - hard to say. The way I figure it, BMW put in a warning chime if pressure takes longer than a certain amount for a reason. I would wager good money that delaying oil pressure WILL reduce engine life to some extent.
