i had the exact same problem - brent helped me.
my car was 1 lb low of freon. i got it recharged
and now both sides blow the same.

like you i orginally thought it was the heater control valves, so i took the HCV out and replumbed
the hoses to no effect.

unfortunaly due to the epa regs on R12 the 1 lb cost me a total of $162.

you can get epa certified on their website for $20
and then buy your own R12 if that is what you have in your car. there is a 'LENZ' website that sell
R12 for $28 per lb, or check ebay.
