I think this is highly unusual in a brand new car. The level of rust shown on the picture probably comes from salt water or something more corrosive than just fresh water. I has happened in the past that cars were flood damaged during overseas shipping. I know it happened to Volvo some years ago. You should confront your dealer and ask them to investigate. I would be worried the problem may be worse than it seems.
