You will probably find that the instrument cluster capacitors need replacing...

I doubt it's the capacitors. Much more likely that the speddo sensor in the rear differntial is going out. The sensor stops sending the signal, so the speedo drops to zero. The computer thinks the MPG is 0 since the car isn't moving (it thinks).
