I have seen this due to hydrolock, from running an engine into deep water (what was a 2 foot deep puddle doing in the road?) and from a chipped tooth getting wedged in a 4WD transfer case (stopped the truck like it hit a brick wall, cracked the case).So, its possible a bolt head sheared off and is wedged against the flywheel teeth.
It engages and can't physically turn over the motor
