injector #1 has no negative output (archive)

i am experiencing an erratic intermittent idling problem.
i pulled the code and read 1251. I checked the the injector for signal, all was fine except for #1. + is present but no neg from ecm. question: is it the ECM and where can i purchase one. Rebuilt or remanufactured is better for the wallet, agree?
