You got two adjustment screws... one for up/down and another one for side/side... make sure you got the right one.

Then check if your headlight unit is tight and sturdy... push on the perimeter to see if the headlight falls inward or outward which indicates the mounts are loose.

Lastly, if turning won't do anything... chech the white inner mount and screwnut... make sure it is not moving while you are turning.

On hint... spray WD40 on the white nut to make it easy to adjust headlight... they seize up after a while... making it impossible to turn the adjusting screws.
