Go to link below, check the section on wheel shudder. Probably front suspension thrust arm bushings.

Hello,
I get juddering of the steering wheel at about 55-65 MPH in a 91' 525i SE (with an M50 engine). The tyres were replaced recently, the wheels balanced and the tracking adjusted. What else could it be? Harmonic vibrations? unbalanced brake discs? Unbalanced drive shaft? Any suggestions welcome
