The turbo on our '98 Passat wagon went at 56k miles (2nd owner/out of warranty/$2k repair bill). If you buy a 98-99 Passat, get the retrofit for the turbo heat shield and oil line before the turbo goes, and use synthetic (and keep your fingers crossed). Interior is cheap (but looks good) and squeaks more than our 93 E34. The timing belt pre-tensioner had a redesign somewhere around 99-00, and the front control arms sometimes need to be replaced at low mileage for $1k. I still like the way the car drives on the highway, but I have no faith in it.
