Guzzler tax when importing a car? (archive)

I'm considering importing an E34 M540i or M5 from Canada and trying to figure out what my final costs are going to run. Has anyone on this list imported a Canadian car and can give me a run-down on costs? In particular, I've determined I'll have to pay:

--2.5% import duty
--approx. $400 customs broker fees
--approx. $800 shipping to my home
--gas guzzler tax

Needless to say, I'm livid over the prospect of paying $1300 (M540i) to $2200 (M5) in gas-guzzler tax on a 6 to 8 year-old car when new Ford Excretions averaging 10 mpg get off scott-free. Can anyone confirm that I'm liable for this tax? Please cc me at my e-mail: dwalker@boulder.nist.gov. Thanks for the advice.

Happy holidays,

Dave
