Yeah, that does seem normal. I average just about the same, 14mpg city/24mpg highway in my '92 M5. Overall I get 17mpg.

A few months ago I bought a 91 E34 M5 with B@B Tri-Flo exhaust and Dinan chip/suspension. I am getting around 13.5 MPG!?!?! Is this unusaul? I put Techron and Heet in the gas tank, but the improvement was only 3/10 mile. Anything else I can do?

Any advise is appreciated

That is normal for city driving. On the highway (75 mph) you should get about 23mpg.
