This is probably the throttle positioner for the speed limiter. There is the mechanical linkage, which is likely making the noise, and the control unit for the speed limiter, either of which can created the defect.

To confirm if this is the source of the noise, disconnect the plug for the electromechanical linkage (socket just forward of the diagnostic port). If the noise goes away, then it's one of the two items mentioned above.
