parking or "city" lights. They dont really illuminate much, but if you park in a risky spot on the sidewalk (like everyone over here) and you dont want to get hit, you can leave them on all night & they wont drain the battery. Also, if you are driving somewhere that is illuminated by streetlights, some people think its more courteous to switch off the main headlights and run with just city lights.

I would suspect that there are also motorized adjusters attached to the back of those lights, in addition to the vastly superior illumination patter over US ellipsoids.

They look like a good deal.
