Refinishing Throwing Star Wheels (archive)

Just got some used painted throwing stars. One has some curb rash. I want to either repaint them or go with the polished rim style. How were the polished rim wheels finished? Was there a painted clear coat? Wax coat only? What are my options? Durability wise? Maintenance wise?
