Eagleimex is not claiming to be an RI or ICI, but they contract federalization through one in Miami - Automotive Concepts. While there have been some questionable importers in South Florida, Eagleimex is not one of them.
Ok, but just read your own web page here is a part of it:
Department of Transportation
The DOT [Department of Transportation] has initiated in 1990 a new law regarding Vehicle Import Regulations.
In order for an RI to modify a vehicle, it must be on the eligibility list of vehicles capable of being modified. Please check now if your vehicle is on this list: http://www.nhtsa.gov/cars/rules/import/elig0011.html
If your vehicle is listed on the eligibility list, we will issue a Bond and start modifying it to DOT REGULATIONS.
If your vehicle is not on the eligibility list, we must submit a petition to DOT. This process will cost approx. $800 and is time consuming, it takes an average of 3-5 month to get the approval from DOT and the particular vehicle will be added to the eligibility list.
So you must issue a bond and you must file a petition, both these things are done by the RI and not by any car dealer.
