Probably a seat cable that is broken. The "twisting" is caused by a failing seat cable. The properly functioning cable (there are two of them) is pulling the seat up, while the other cable is not pulling the seat up, but rather locking it in its position on it's side.

If you want to get the seat up but not lower it again here is what you can do. Get down and look under the seat while you push the "up" lever. You should see a black tube (which contains a cable that pulls the seat up), and it should be vibrating while you push the lever. You should also hear an unusual sound eminating from the motor that the bad cable is routed to. Get a pair of cable cutters, and clip the cable that is vibrating. You dont need to clip it all the way, at least I did not have to. This is the cable that is causing the twisting. By clipping it, the cable can no longer hold the tension on the seat. This allows the seat to be pulled up by the other cable.

This is a short and quick temporary remedy that worked well on my E34 M5. I just took it into the dealer for repari the next day and I was surprised that the total was under $150!!!

Where do I start to look? It is 90 and humid as hell here. I want to make this as short as possible so I don't want to just go digging.
