tilt steering wheel - 96 328is (archive)

I recently purchased a 96 328is and I cannot find the lever for the tilt steering wheel. I have looked where indicated in the manual but all there is is a cutout in
the bottom of the steering column and no lever. I can see/feel a silver piece of metal and it does not move.

I am afraid that the wheel was replaced with a non tilt. I verified from the VIN the model type and year
and tilt wheel for the 96 is listed as standard.
